RESEARCH FINDINGS :
Intel are one of the biggest supporters of Israel. Their very first development center outside the US was opened in Haifa in 1974. Since then they have continued pouring investment in to Israel.(2) By year 2000 they employ over 4000 Israelis. Exports from their Lachish-Qiryat Gat plant in Israel (opened Feb 99) total $ 3 million a day at peak capacity - approximately $ 1 billion a year. (1)
Al-Awda (Palestine Right to Return Coalition) have pointed out that the Intel plant at"Qiryat Gat" is built on land Israel confiscated from the Palestinian villages of Iraq al Manshiya. Iraq al Manshiya was a village of 2000 people living in 300 houses with two mosques and one school. The original Palestinian inhabitants were terrorized out of the village and then the whole village was razed to the ground to prepare the way for the new Israeli settlement of Qiryat Gat. Today the remaining population from Iraq al Manshiya is still not allowed to return.(4)(5)(6)Legal action against Intel for building on looted land is being considered (7).
Israel Development Collaboration:
The Intel® Software Partner Program and the Office of the Chief Scientist have signed a joint agreement to help Israeli corporations benefit from Intel's technology leadership, online resources and worldwide presence
The Office of the Chief Scientist (OCS) in the Ministry of Industry, Trade and Labor is charged with execution of government policy for support of industrial R&D. The goal of the OCS is to assist in the development of technology in Israel as a means of fostering economic growth, encouraging technological innovation and entrepreneurship, leveraging Israel's scientific potential, enhancing the knowledge base of industry in Israel, stimulating high value-added R&D and encouraging R&D collaboration both nationally and internationally.
The Software Development Grant Program in Israel offers both grant funding support from the OCS and service based offerings support from the Intel® Software Partner Program to help facilitate development efforts that are directly related to enabling work on Intel® Architecture.
The software company provides the Office of the Chief Scientist with paid receipts, post dated checks or accounts payable receipts dedicated toward the Intel® enabling project - with items such as R&D costs, engineer salaries, equipment & tools all being counted as part of their investment.
The Israel Office of the Chief Scientist commits grant resources not to exceed USD $25K in cash - paying the software company 50% of their investments as they go - to be re-paid upon the ISV's success in the marketing of their project.
The Intel® Software Partner Program commits resources in-kind, equal to the Israel's Office of the Chief Scientist grant amount of USD $25K, primarily in service based offerings.(8)
